One researchers has found that:

First name could have been John or William. May also have married Martha Kemp of Charlotte Co., VA. Moved with Darby to Island Creek District of Granville Co., NC in 1778. By 1782 they were back in Charlotte Co., VA.

and another somewhat confusing note:

Whitlow, Elliot, Tompkins, John A. and Mary Elliott Whitlow, B. ca 1750 Eng; m. there; came to America ca 1780; setld in Russell Co. VA. John was a farmer/farrier/blacksmith. 1

More reliably:

. . . Thomas and Elizabeth (Tompkins) Whitlow, natives of Hardin County, KY. The parents came to Jefferson County about 1827, and settled in Moore’s Prairie Township, and lived there until 1839, when they moved to Franklin County, where the father died April 12, 1846, and the mother August 17, 1854. 2
